UFL Expansion Or Relocation?
You could argue that with the merger of the USFL and XFL, this iteration of spring football is the most successful spring football we have ever had. It's so successful, many fans believe that they are expanding. Here is the most recent news.

This should scare some fans. you could make the argument that St. Louis is keeping this league alive. I think the league is starting to get desperate. I'm not sure the league can sustain these numbers without an NFL partnership. That is why my take is this, the UFL is making a last ditch effort to stay alive and is planning on relocating half of the league.
This would actually be pretty easy to do. The way the UFL is set up is that the players don't live in there team cities. All of the players actually live and practice in Dallas and actually travel to the team city a day or two before the game. This would make it easier to move a team out of Memphis and into Oakland.
Fear not UFL fans, I have a feeling that the relocation would be successful if it happens. All of those cities have had spring football in the past and have shown pretty good attendance numbers. I also like the method of going into cities where the NFL left. Just look at how well St. Louis is doing.
